Missouri Law on Clay Release Records

Section 610.023 requires a public body to identify a custodian and act on an open-record request as soon as possible, no later than the end of the third business day. Clay County’s jail is in Liberty, but official planning material says Liberty is no longer served by RideKC. A ride should be confirmed before the expected release instead of assumed.

Clay County Facilities Management reports 392 beds. County materials reported an average daily population of 289 for 2024, while the Sheriff reported 345 for 2025, a nineteen-percent annual rise. Clay County Post-Release Supervision

District 19 of MODOC Probation and Parole serves Clay and Platte Counties from 910 Kent in Liberty. Probation comes from a court. Parole or conditional release follows state imprisonment. Both can keep a released person in the active MODOC search, but bond release alone creates neither status.

Verify an active result by matching identity and case information, then contact the assigned field officer for case-specific status. Clay Detention Center Record Custody

Clay County says the Detention Center expansion opened in 2000, and Facilities Management publishes the 392-bed figure. A newer Law Enforcement Resource Center serves training and operations. It is not a replacement jail, a new custody list, or a different release-record custodian.

Clay County Release Facilities

The Clay County Detention Center is the main adult county jail. People can leave for the community or transfer to another authority. The Gladstone Police Holding/Detention Facility handles city arrests and short holds that may end in bond, recognizance, transfer to Clay County, or another handoff. The R. Kenneth Elliott Children’s Justice Center belongs to a restricted juvenile system and has no adult-style public release search.

Smithville municipal prisoners are housed through the Clay County Sheriff under the documented agreement, so the county detention record and Circuit Division 6 docket form the path. The contract phrase “24 Hour Holds” is a billing category, not an online release feed.
