Clay Roster Has No Mugshots
The official Clay County Detention Listings page is a current-custody list updated every four hours. It displays name, booking date, court, and court date. The screen supports a present-custody check, not a released-inmate mugshot search. A person who drops off the list may have left the community, transferred to another custodian, or been removed after another event. The missing name and missing image do not identify the outcome.
The official Clay County photo route is the booking-file and mugshot request published by the Sheriff. The rate for mugshots and detention records such as booking files is $26 per hour plus $0.10 per page. The Missouri State Highway Patrol registry is a separate and narrow photo source only for people legally required to register. It is not a general substitute for the absent Clay County gallery.

The screenshot confirms both the dedicated detention-record route and the published cost terms. Availability, redaction, and the final charge still depend on the request and agency response.

- Name the approximate booking date and Clay County Detention Center incarceration episode.
- Request the maintained booking photograph as a separate item.
- Ask for the booking sheet, release timestamps, release disposition, authority, and transfer destination needed to place the image in context.
- Request electronic delivery and a cost estimate before the agency begins chargeable work.
- If material is withheld, ask for the written legal basis and identify any part that can be separated and released.
Section 610.023 requires the public body to act on a request as soon as possible and no later than the end of the third business day. Action can mean production, a detailed reason for delay with an earliest availability date, or a legal explanation for denial. It is not a promise that every booking image will be delivered in three business days. Section 610.026 permits estimates and governs ordinary copy and labor charges, while the Sheriff's published detention rate applies to this county request.

Missouri Released Inmate Photos
A Clay County case can lead to state custody, but the Missouri Department of Corrections uses separate records. The public MODOC Offender Web Search is CAPTCHA-gated. The research could verify that its official welcome page covers active offenders, including probationers and parolees, and excludes discharged offenders. It could not verify that a public result displays a photograph. Do not promise a MODOC image based on assumptions about another state's portal.
MODOC's Sunshine Law page and bulk-file layout offer historical and sentence-related fields, but the published data layout has no image field. A person can appear in the bulk data without any downloadable photo. Ask the appropriate MODOC custodian for a releasable identification photograph as a separate item, using the name, DOC number, date of birth, or cause number needed to distinguish the record. The Sheriff's $26 hourly rate does not carry over to MODOC.
State and county records also describe different custody episodes. A county mugshot belongs to the Clay County booking. A later state image, if released, belongs to a MODOC admission. Dates, appearance, identifiers, and record scope can differ. Neither image alone proves current custody or final discharge.
Clay Registry Photo Limits
The Missouri State Highway Patrol Sex Offender Registry is an official photo source for a defined legal population. Section 43.650 authorizes public registry fields that include photographs and a qualifying release, parole, supervised-release, or probation date. Those fields can connect a photo to a covered event, but only when the person has a registration duty.
The official registry interface shows that it is a specialized search, not a general Clay County released-inmate database.
The registry's search scope and notice must control interpretation. A nonmatch says nothing about an ordinary county jail release because most released people do not belong in this system.
Section 589.417 limits registry statements, photographs, and fingerprints beyond the information that law specifically makes public. Use the registry for its stated purpose and within its legal bounds. Do not turn a narrow statutory source into a broad photo index or treat its profile as the Clay County booking file.
Clay Mugshots Beyond Jail Records
A booking image can sometimes appear in a public court exhibit or document. Access varies by case, and electronic availability is not uniform. If a public docket mentions an exhibit whose image is unavailable online, ask the Clay County Circuit Clerk about lawful inspection or copy procedures. Confidential, sealed, or expunged material remains restricted.
An official Sheriff or agency news release may also carry a photo for a particular event. That channel is selective. It does not cover every booking, every release, or every later case result. Read the publication date and compare the image with the booking record and current court disposition. A news photo should not be used as proof that a person remains in custody.
Commercial mugshot publishers, general aggregators, and other third-party pages may republish images. They are described only as a category. No such service is linked or endorsed because an old image can remain after the official record changes, the source may omit release context, and removal claims may be unreliable. Do not pay a service based on an unsupported promise that it controls the government record.

Clay Mugshot Expungement Effects
Missouri section 610.140 permits an expungement petition in the court where a person was charged or found guilty, subject to statutory exclusions and procedural requirements. An expungement can close covered government arrest, plea, trial, and conviction records under the order. It should not be described as automatic deletion of every photograph, webpage, news report, or copy held by an entity outside the order's reach.
Use the Missouri Courts expungement information and current forms, then confirm filing through the Seventh Judicial Circuit. If the Sheriff continues to display or release a covered image after an order, send the agency a focused request that identifies the order and record. The agency must determine how the order applies. No Missouri-specific statute banning commercial pay-to-remove mugshot practices was verified, so none is claimed here.
A person asking an official news office or other publisher to update a page should supply accurate record context, such as dismissal, acquittal, expungement, or a corrected identity. Whether a non-government publisher changes its page depends on its policy and applicable law. Avoid services that guarantee removal across the internet.
Even when a photo remains lawfully available, describe it with care. It records an earlier booking and may lack the final case result. Confirm the matching release record and court disposition before drawing any conclusion about the person or the event.
